Speaker Bios

Nada Abdelhafez is the Head of Spectrum and Regulatory Affairs for the Middle East, Africa, and India at Shure Incorporated. She advocates for the PMSE industry’s spectrum needs, shapes regulatory frameworks, ensures spectrum accessibility, and promotes innovative technologies for audio PMSE. Her work involves close collaboration with administrations, regulatory authorities, and policymakers to facilitate PMSE operations throughout the MEA region and India.

Martin Brock is Shure UK’s Senior Manager, Global Regulatory Policy. Based in London, Martin predominantly covers spectrum regulation in the UK, Europe, India and the US, in addition to global cybersecurity and AI regulatory developments. Before joining Shure, he spent 20 years in the Spectrum Group of UK regulator Ofcom, including overseeing spectrum policy for Programme Making and Special Events (PMSE), and serving several years as Secretary to FM PT51, the European Conference of Postal and Telecommunications Administrations’ (CEPT) project team for PMSE frequency management.  Prior to that he was part of the Ofcom project team which introduced dynamic spectrum access in the UK via Ofcom’s TV white spaces framework and was Project Manager of Ofcom’s introduction of low-power audio PMSE sharing with aeronautical radionavigation services in the 960 MHz band.

Alex Buchan is CTO at DTG, the industry research and technology organisation for broadcast and digital media. He leads technical direction and strategy for DTG with regards to future delivery of TV services as well running several DTG working groups. Additionally, he leads research activities for DTG having successfully delivered 5G consortium projects as part of UK Government’s Open Network Ecosystems programme and UK 5G Trials and Test Beds. He is also a Director at SafeShark, a DTG Testing joint venture providing consumer IoT cyber security testing and certification.

Juan Cacace leads Access Partnership’s Space and Connectivity practice, a team of experts covering all government and regulatory affairs in the fields of the new space economy, satellite communications, and the impact that new digital technologies have in the way we connect to the internet. Juan is a specialist in political affairs and negotiations, and before joining Access Partnership he drafted and negotiated public policy and legislation at the local and national levels in Argentina. He holds two bachelor’s degrees, one in Political Science and another in Law, and a Master of Business Administration from the University of Cambridge.

Charles Cooper is Associate Administrator in NTIA’s Office of Spectrum Management. He leads the agency’s work on national and international spectrum policy issues, and oversees spectrum management efforts for federal agencies. He is responsible for frequency assignment and certification, and other strategic planning functions including development of innovation approaches to spectrum sharing. Before joining NTIA in July, 2019, Cooper was the Enforcement Bureau Field Director at the Federal Communications Commission (FCC) where he managed the nationwide enforcement of spectrum interference affecting public safety communications, FCC licensees and Federal agencies. Prior to serving as Field Director, Cooper was District Director of the FCC’s Los Angeles Field Office.

John Dundas has been involved in the communications industry for many years and for the past 10 years I have focused on Mega Sport Evenings across the world. I consult on radio and spectrum for these events and work with thee Organising Committees hand in hand with the national regulators. These events put a massive burden on spectrum be it licensed or licensed exempt and its great to see after years of planning that thee event happens with very little issues and as always it looks great on TV.

Martin Fenton is Director of Spectrum Technical Policy in the of the Spectrum Group of Ofcom (UK). Martin is responsible for providing authoritative technical direction for Ofcom’s work on spectrum and related matters covering terrestrial and non-terrestrial radiocommunications services. He is an expert in international and domestic spectrum regulation; specialising in spectrum policy, interference analysis and RF performance. He has 20 years’ experience in spectrum management at the UK communications regulator, Ofcom, and its predecessor, the Radiocommunications Agency. He is a former Chairman of ITU-R Study Group 5, the ITU group responsible for all terrestrial radio frequency services.

Detlef Fuehrer is Distinguished Technologist and Director, Spectrum Management and Regulatory Affairs, EMEA in the CTO Office at Hewlett Packard Enterprise (HPE) Networking. His main responsibility is to set and drive HPE’s legislative & regulatory priorities for radio spectrum in EMEA and to execute all aspects of HPE’s EMEA strategy. Prior to Aruba, Detlef managed the Spectrum Engineering activities of the European Commission’s Joint Research Centre where he established the Radio Spectrum Lab’s position as trusted source of radiocompatibility studies. Holding a diploma in Electronics Engineering from Dortmund University, he worked in the semiconductor industry for almost 20 years, predominantly in the communications and broadband domains. Detlef authored the first German-language expert book on ADSL and published numerous studies on spectrum sharing and wireless coexistence.

Richard Haas is a journalist and analyst at PolicyTracker. He writes about spectrum policy news and conducts research for the Spectrum Research Service. Richard also maintains the PolicyTracker Spectrum Database and previously worked on the 5G Observatory website for the European Commission. Richard is fluent in English and German.

Andrea Mora is currently working as radio spectrum regulation expert in the Agence Nationale des Fréquences (ANFR), the French public agency in charge of spectrum management. Andrea is currently the Chair of FM61 Project Team of CEPT (Conférence européenne des administrations des postes et télécommunications). This Project Team deals with WAS/RLAN at 6 GHz lower band and Intelligent Transport Systems (ITS). She is a Telecom Engineer from University Santo Tomas (Colombia) and qualified lawyer (Colombian bar) from Pedagogical and Technological University of Colombia (UPTC) with a Masters Degree in public law from the University of Poitiers (France) and Masters Degree in Space activities and Telecommunications Law from University of Paris Sud (France). She speaks Spanish, French, English and Brazilian Portuguese.

Pierre-Jean Muller is a seasoned entrepreneur, telecommunications engineer, and board member with over 30 years of experience in the telecommunications industry. He is the Founder and CEO of RED Technologies, a leading French telecom engineering company specializing in innovative spectrum management solutions for government agencies and network operators. Under his leadership, RED Technologies has gained approval as TVWS database administrator in the USA and Canada, as well as CBRS SAS administrator in the USA.

Bob Stewart has been a Professor at the University of Strathclyde in the Dept of Electronic Eng, where he leads the ‘Strath SDR’ team working on software defined radio (SDR) and next generation radio access networks using shared spectrum access. Bob is also the Director and CTO of the University startup SDR company, Neutral Wireless Ltd formed in 2019.  Neutral Wireless currently supports the design and deployment of SDR enable private 5G networks (in shared spectrum bands) in a number EU and other countries, with a key product emphasis  on supporting multiple live cameras  on uplink biassed networks for broadcast and live event markets .  As an academic over the last 30 years, Bob has published 200 papers, and co-authored 4 books, most notably including the recent ‘RFSoC’ book, jointly published with AMD.
