RFP:

In response to requests by its members, The Wireless Innovation Forum will offer fee-based training courses focused on topics relevant to its mission of advocating for the innovative utilization of spectrum and advancing radio technologies that support essential and critical communications. To support this project, the Forum is seeking proposals from subject matter experts interested in providing content for an initial training offerings. 

Initial offerings are anticipated to be multi-day courses, but other durations will be considered ranging from one day courses with up to 6 hours, up to multi-week courses with up to 24 hours. Specific content for the course will be selected based on proposals received, and responders may submit proposals for one or more topics to be covered. Instructors will be compensated. The proposer shall outline the proposed terms for remuneration and intellectual property rights under which training shall be provided. Potential remuneration models include:

  • Fee for service
  • Honorarium
  • Percentage of net income
Training courses will be targeted at engineers working on software defined radio, cognitive radio, and software defined radio networking. It should be assumed that students have firm knowledge of communications principles and practices, and so the training should focus on providing practical information in one of these broad topic areas: 
  • Software Defined Radio - hardware / software / waveforms / OS / RF design
  • Cognitive Radio / Adaptivity / White Space / DSA / Radio Environment Map
  • MANET Networking / software defined networking
  • Digital Signal Processing for modulation, demodulation, and other SDR functions.
  • Porting waveforms to DSP / FPGA
  • SCA
  • Smart Antennas / MIMO
  • Waveforms / Network Protocols / Wireless Standards
  • Wireless Security 

Training should be hands-on to the greatest extent possible. Training materials, e.g., USB flash drives with ready-to-go software, documentation, and exercises, including any tools required should be provided in advance to students to preload onto their training computer.

The Forum may evaluate using Go To Training or other tools at the recommendation of selected responders.  
 
Please note that the Forum may eventually offer a certification program supported by its training offering (example: Certified SDR Engineer). Accordingly, the Forum may offer credit to students taking this course against any future certification offered.
