Experts Concerned About Impact of TV Reallocation on 'White Spaces'

Industry representatives and others expressed concern today about the impact the FCC's plan to reallocate 120 megahertz of TV spectrum for wireless broadband services and repack channels will have on TV "white spaces" deployment. They said the market is waiting before manufacturing products, even though the FCC finalized its white spaces rules in September 2010 (TRDaily, Sept. 23, 2010). But FCC Chairman Julius Genachowski challenged the industry to produce prototype devices and expressed confidence that the market will develop.

"It's definitely slowing things down," Peter Stanforth, chief technology officer for Spectrum Bridge, Inc., said at the White Spaces Communications Summit, which was sponsored by the Wireless Innovation Forum.

Rick Rotondo, vice president-marketing for xG Technology, Inc., noted that the FCC is interested in freeing up TV channels in major markets where wireless carriers want more spectrum. If white spaces channels in those major markets are removed, "the business case ... gets much, much harder," he said.

"Theres going to be an impact," said Haiyun Tang, founder and chief executive officer of Adaptrum, Inc. He expressed concern that if the FCC is unable to free up enough TV spectrum for reallocation, it could change the contour areas for TV stations. "That basically will be done at the expense of the white space," he said.

"We have to be careful in how we reallocate the spectrum in order to not discourage investments," said Fanny Mlinarsky, president and founder of octoScope, Inc., a consulting firm. She cited uncertainty over the reallocation of TV spectrum as well as legal challenges by broadcasters to the FCCs white spaces rules. "The manufacturers will not invest if the regulatory landscape is uncertain."

Ms. Mlinarsky also said that while Wi-Fi standards for use of the TV white spaces are expected to be relatively easy to develop, particularly 802.11af, "the Wi-Fi community's still sitting on the fence" due to regulatory concerns. Other roadblocks to the adoption of that standard are the stringent spectrum masks and antenna height limits adopted by the Commission, she said.

But Mr. Genachowski challenged the industry to develop prototype white spaces devices for the 2012 International Consumer Electronics Show. "What I hope we see is a very competitive race to offer products in this area," he said.

Asked about concerns that reallocation of the TV spectrum could hinder deployment of white spaces devices, Mr. Genachowski replied that he's "very pleased to continue to see a strong, broad bipartisan commitment to unlicensed spectrum."

He also said he expects "that well see applications at the FCC relatively soon for white space unlicensed products." He told TRDaily after his remarks that he expects the first applications for prototype products to be for enterprises.

He said he is not worried that the market will be thwarted by uncertainty over the reallocation of TV spectrum. "At the end of the day, this whole industry has been built on risk taking," he said. "And the ones who are going to succeed are not the ones who are going to be saying, 'Well, we're only going to ... move forward if we have 100% certainty that it will work out fine. ... I have a very high degree of confidence that ... this platform for innovation is there, is going to be there."

During his remarks at the event, the Chairman also said that the Office of Engineering and Technology is trying to move quickly so white spaces databases can get up and running. He also reiterated the importance of congressional passage of legislation giving the FCC the authority to hold incentive auctions. And he noted that the agency has opened a proceeding on dynamic spectrum access technology, saying, "We need the next big idea" in spectrum.

But several speakers and attendees seemed skeptical that prototype consumer devices will be available by the next CES - particularly those with integrated chips. Mr. Stanforth said it could be 18 to 24 months before commercial consumer devices with integrated chips are on shelves.

Eli Salomon of Airity, Inc., said commercial device availability could be two to three years' off. But he said he hopes that device manufacturers will begin "making firm commitments," which he said could spur the development of chips. He said Airity is particularly bullish on the potential of the use of the white spaces for mobile devices.

Several speakers suggested that the FCC could tweak the white spaces rules going forward to help spur deployment in the band, including in response to data collected by databases that will help prevent interference to incumbent operations.

Speakers also said that companies are still developing business models for use of the white spaces, even as they wait for FCC action on reallocation. And while there have been several trial deployments of the technology in the U.S., several called for the use of test beds and significant collaboration among stakeholders to ensure that white spaces devices can protect incumbents in the white spaces while not interfering with each other.

Several speakers also said the government should look to other bands where white spaces can be used for unlicensed use, including spectrum used by federal government agencies, amateur radio operators, and others.

For example, Mr. Tang suggested the government look at the 420-450 MHz band, which is used in part by amateur radio operators. But John Chapin, chief technologist for TV Band Service LLC, noted the spectrum is also used by federal government agencies for sensitive applications. As a result, that spectrum might not be the best band to expand the use of white spaces, he said.

At today's conference, several speakers also expressed concern that D-block reallocation legislation (S 911) to be marked up by the Senate Commerce, Science, and Transportation Committee tomorrow could restrict access to the white spaces spectrum.

During a panel discussion that featured representatives of six of nine companies that have been conditionally designated to operate white space databases, the speakers agreed that the market will likely help determine the optimal number of administrators - and several agreed that nine is probably too many. Microsoft Corp. has asked the FCC to be designated as the 10th database administrator (TRDaily, April 29).

Mr. Stanforth said the industry has indicated it wants competition among database administrators. "Nine may or may not be appropriate," he said.

"Competition is good. That doesnt mean lots of competition is better," said Mark Gibson, director-business development for Comsearch. "The market will probably sort all that out."

Rick Whitt, director/managing counsel-telecom and media policy for Google, Inc., said his company "would welcome Microsoft to the party as well, which you don't hear us say very often."

Mr. Salomon said the driver of white space database administration will be the "extended services" administrators are allowed to offer. Mr. Gibson said "the ecosystem still has to develop," adding that administrators can seek business from particular markets. But he noted that the FCC has yet to rule on petitions to reconsider aspects of the rules it adopted last year, saying that those decisions could impact database operations. "I guarantee you there will be nothing at CES until the Commission acts on the petitions for reconsideration," Mr. Gibson added.

JTRS Science and Technology Forum to be Held at UC San Diego March 15-17, 2011

The Joint Program Executive Office for the Joint Tactical Radio System (JPEO JTRS) will sponsor its annual JTRS Science and Technology Forum (JSTeF), March 15-17, on the campus of the University of California, San Diego, in La Jolla, California; along with the Wireless Innovation Forum (WinnF), the California Institute for Telecommunications and Information Technology (Calit2) and the San Diego Chapter of the National Defense Industry Association (NDIA).

The keynote addresses will be delivered on March 16 by Dr. Malcolm R. O'Neill, Assistant Secretary of the Army for Acquisition, Logistics, and Technology and by Mr. Howard Pace, Jr., the Acting Joint Program Executive Officer, who will discuss the importance of JTRS wireless communications and networking for the Department of Defense; and the roles of industry and academia in developing future software defined radio capabilities.

The remainder of the conference will feature presentations by recipients of Small Business Innovation Research (SBIR) contract awards from JPEO JTRS, demonstrating their technology projects and capabilities for potential integration into defense or commercial applications products. The conference will also feature numerous technical information exchanges among members of the WinnF, as well as research and product exhibits and tours of the Calit2 research laboratory facilities.

Wireless Innovation Forum Announces New "White Space" Communications Initiatives

The Wireless Innovation Forum (SDR Forum version 2.0) announced today the formation of two new groups focused on "white space" communications. The TD-LTE in White Space Task Group, chaired by Zhang Xiaojing of Huawei Technologies Co. Ltd., has formed to develop a report for operators, network infrastructure and mobile service providers, baseband device manufacturers and wireless terminal manufacturers who would like to exploit the TD-LTE system in "white space" spectrum worldwide. The DSA/White Space Database Interoperability Work Group will support white space database administrators and all entities that must communicate with them by defining the application layer communications of spectrum administration databases.

Representatives should have received an email with this announcement. One ballot will be allowed per member organization, but all comments will be considered.
This charter has been approved for release to Coordinating Committee for International SCA Standards by the Forum’s Board of Directors and defines the structure of the Committee and the policies and procedures under which the Committee will abide.
Balloting will end at 2:00 p.m. Pacific Time 14 May 2010.

SDR Forum General Meeting to Feature FPGA Development Workshop

Today The SDR Forum announced it’s 64th General Meeting, to be held in San Jose, California, September 14-17. The meeting will feature a workshop: "Rapid FPGA Development for Wireless Applications – IP Cores, Tools, and Standards," which aims to arm communications systems engineers with the knowledge they need to implement software defined and cognitive radio systems that utilize FPGA based processing. Speakers at this workshop will include representative of The MathWorks, Mercury Computer, Open Cores Protocol – International Partnership, Objective Interface Systems, PrismTech, Synopsis, and Xilinx.

OMG and The SDR Forum Release Smart Antenna Specification

The release of a standard defining interfaces and APIs for a unified architecture among smart antenna vendors was announced by the Object Management Group and The SDR Forum today. The “PIM and PSM for Smart Antenna Specification” is the first joint standard released by the groups, both of which are non-profit member organizations that produce industry specifications – OMG in the computer industry and The SDR Forum in the reconfigurable radio industry.

SDR Forum Announces Workshop Focused on Spectrum Sharing In TV White Space

The SDR Forum announced today a call for presentation submissions for its workshop “Spectrum Sharing by TV Band Devices.” The workshop will be held June 16 in Dearborn, Michigan in conjunction with The SDR Forum’s 63rd General Meeting. The FCC recently approved the use of TV Band Devices (TVBDs) that will operate on an unlicensed basis in unoccupied TV channels. Multiple industry organizations and standards bodies are developing systems and technical standards intended for use in this spectrum. There is no regulatory constraint on the interference TVBDs may cause each other.
